The buyer is a government-backed institutional entity with operational capabilities in fuel procurement, logistics coordination, and large-scale supply management.
The buyer prioritizes transparency, documented compliance, and physical verification prior to payment.

Delivery is to be executed via TTV (Tank-to-Vessel) at Rotterdam.
Under this method, the product is transferred directly from the seller’s terminal storage to the buyer’s nominated vessel.
This ensures clear verification of product availability, quality inspection procedures, and ownership transfer while minimizing handling risks and additional transportation costs.

Payment is conducted via MT103 after successful SGS Dip Test (Q&Q inspection), allowing the buyer to verify physical product and quality before settlement.
This structure reduces financial exposure and ensures operational security for both sides.

■ Procedure
1.Buyer sends ICPO & CPA
2.Seller issues CI to buyer
3.Buyer returns signed CI to seller
4.Seller issues fresh SGS report (<48 hours) strictly to buyer’s shipping company for verification.
5.Upon successful SGS verification, buyer issues fresh Q88 to seller.
6.Seller issues POP package (TSR, Injection Report, DTA, ATV, ATSC, CTS, Passport, COO, AOA, Commercial Invoice)
7.Buyer verifies POP and orders SGS Dip Test at seller’s tank.
8.Upon successful Dip Test result, storage company issues NOR to inject into buyer’s vessel.
9.Buyer provides vessel for injection as scheduled.
10.After successful injection, buyer pays via MT103/T/T/USDT.
11.Seller transfers Title of Ownership and export documents to buyer.
